Pretty much always, yeah. Half a millimetre, maybe a full one. That's all it takes on the whole edge. Skip it and the pin edge catches, galls the wall, especially on a tight press fit. Ten seconds of work. Saves you from scrapping a hole later on.
Solid is one rigid chunk of steel. Needs a reamed hole, no room to compromise. Spring pin's different, slotted, rolled from spring steel, squeezes a bit going in. One gives you dead-accurate rigidity. The other forgives a hole that's slightly worn or slightly off spec.
Usually, yeah, that's kind of the point of it. Slot compresses on the way in, springs back once seated. Pull it out, put it back, does it again. A solid pin doesn't do this well at all. Pull a solid pin out enough times, get a new one.

It can. Just go easy. Aluminum's softer than steel, so a heavy press fit can deform the hole over time, nobody wants that. Hardened pin, lighter fit, that's the safer combo. And if the thing gets serviced a lot, a spring pin tends to be gentler on the material.
Match it to the combined thickness of whatever you're pinning together, that's the starting point. Leave a millimetre or two projecting, gives you something to grip later. Too short, it won't hold anything properly. Too long, now it's sticking out and getting in the way.
